The Sycamore Knolls Neighborhood Association continued its long-standing participation in the annual "Blooming Neighborhoods" event during the Farmers' Market this past Saturday.
Neighborhood associations from all over the city each were assigned to a table set up in a semicircle in front of City Hall. It was a wonderful chance to meet with neighborhood leaders from all around Bloomington, and to see what sorts of projects and events are organized by our fellow Bloomingtonians. The City also bestows awards on neighborhoods who have had notable accomplishments over the past year.

Neighbors,
Here's a brief report on the informational meeting about the "Goat Farm" property at City Hall (the Showers Building) that I attended on Thursday evening, December 8. Teela James, who lives on Montclair, also attended, along with about 25 others folks, many of whom live near the "Goat Farm."
Dave Williams, Director of Operations & Development for the City's Parks and Recreation Department, opened the meeting by stating that the city has no specific plans for the "Goat Farm" at this time, and indeed has no money to implement any plans. We also learned that the "Goat Farm" property is 31 acres in size, and Mr. Williams pointed out the relatively large number of parks within a short distance to the "Goat Farm" (Sherwood Oaks, Olcott, Winslow Sports Park), which suggests that there is no need for any particularly intensive park development at the site.
The meeting then was turned over to two IU students who had conducted a study that was intended primarily to gather input from residents about what sorts of things they might like to see at the "Goat Farm." The study consisted of an on-line survey and interviews with people using the portion of the Jackson Creek Trail that runs through the "Goat Farm."
The top responses gathered by the students included: install a dog park; leave it natural; use it as an outdoor educational space; install a petting zoo; include a small parking lot; establish picnic areas; plant more trees; develop a Disk Golf Course; and develop community gardens (similar to the Streeter Gardens across from the YMCA).
The list of things that the respondents most opposed included: any commercial use; tearing down the barn; housing; sports fields; a parking lot; restrooms; and anything that would substantially increase traffic.
At the meeting, the IU students supplied 4 large maps of the "Goat Farm," and asked the attendees to gather in groups around the maps and mark them with Sharpies to indicate the specific sorts of things that we might like to see there. The suggestions that emerged at the meeting largely paralleled those gathered through the on-line survey and the on-trail interviews, except that it was evident that some of those who live closest to the "Goat Farm" were opposed to the development of a dog park. Some residents also noted that the area is used by wildlife as a way to move out from the more developed areas of the city.
The "Goat Farm" is prone to flooding, so there emerged a concern about the continued erosion of the banks of the creek. Several residents whose property backs up to the creek noted that the creek is now much wider than it once was, for example, and Mr. Williams noted that at some time in the future the creek may need to be cleaned up to improve the flow of water through the area. There was discussion about what sort of bushes and trees might be planted near the creek to stem the erosion.

The Blooming Neighborhood Awards/Celebration was created in 2001 by the City of Bloomington to recognize Bloomington Neighborhoods for their efforts and rewards the accomplishments of organized neighborhood groups. The City provides tables for neighborhoods to set up displays and promote their neighborhood during the festivities. Last year 22 Neighborhood Organizations had festive displays – promoting the unique character of their neighborhoods. The day provides a wonderful community event starting with our Farmers’ Market and a combination of activities for the Blooming Neighborhood Celebration.
Have your neighborhood represented at the Blooming Neighborhood Celebration - tables will be provided free of charge to neighborhood. This is a great opportunity to share with the community the wonderful aspects of your neighborhood. A map of your neighborhood will be provided to you.

The Neighborhood Improvement Grant program is intended to give residents an opportunity to have direct input and influence into the improvement of Bloomington's neighborhoods. These grants provide funds for neighborhood physical improvement projects that require $2,000 or more. Check out some of the neighborhood projects funded by this grant on our website.

This session of the 2011 Leadership Series will feature the neighbors who have lead their communities toward Conservation or Historic District status, and illustrate how historic preservation has created stability, value and relationships among residents. Participants are encouraged to bring items that have been found in their home or yard for “show and tell.” For most of us, historic preservation is as much a personal journey as it is a series of regulations. Come share the stories of your own restoration and discoveries, learn how to research your home and how to ensure your neighborhood’s continued success.

The session on Thursday, April 7 "HANDS ON HOUSING" will be highly interactive. HAND staff will to talk to participants about their own housing as well as what is needed in the neighborhood. A wide variety of stations will be set up to help you improve your home, not just for your own comfort and pocketbook, but also for Bloomington as a whole. Programs cover how to purchase, maintain, and rehabilitate a home, how to deal with an emergency and how to make your home more energy efficient. Attend this fun and interactive session with HAND staff to learn how to make your home a part of our increasingly sustainable city.

Support Our Schools (SOS), a citizen-group formed in response to the funding crisis in our public schools, will host a rally on April 10 to generate support for local schools. The rally will take place on the steps of City Hall from 12:30–3:00 p.m. All members of the community are invited to attend.
The rally will focus on recruiting volunteers in a drive to pass a school funding referendum in November. This referendum would restore funding for local schools that was lost due to state-imposed cuts. State funding for local schools is expected to be cut again in 2011 and 2012, and it is possible that additional cuts may also be imposed for the remainder of 2010. Approval of the referendum in November, 2010, would make these locally generated funds available in June, 2011. The Monroe County Community School Corporation (MCCSC) operates on a calendar-year budget, and this would enable the schools to restore the instructional programs as early as January, 2011, and would avert the anticipated cuts that would otherwise be imposed by the reduction in state support.
The rally will commence as the Bloomington Community Farmers' Market winds down at Showers Plaza (Bloomington City Hall). A music program showcasing student musicians will begin at 12:30. There will be activities for the children including cookie decorating, poster making, balloon hats, face painting, and more. Starting at 1:00, music will be interspersed with short presentations to inform people what is being done to solve both the short-term and long-term problems. Active recruitment of volunteers to help in these efforts will take place throughout the day. The event will culminate with a parade down the B-Line Trail and back.
Additional events are planned throughout the summer and during the lead-up to the election.
Rally organizers will also highlight a fund-raising campaign by the MCCSC Foundation that will provide stop-gap funding to support school programs and staffing until stable funding is restored.

My name is Daniel Joseph Weddle and I am a member of Transition Bloomington, an initiative that is working to strengthen the resilience and self-reliance of the Bloomington community. Community building is my primary interest and my work with Transition Bloomington is to educate neighbors and neighborhoods about the threats of Peak Oil, Climate Change, and Economic Instability and the opportunity to rediscover every neighborhoods social fabric.
Neighborhoods are an overlooked, underappreciated, and absolutely vital parts of a sustainable city’s social network. Unfortunately the hustle and bustle of modern life has created impersonal neighborhoods, where the dependence on the automobile and the determination to be independent has caused us to forget our neighbors are one of our greatest assets. (Un)Fortunately the end of the era of cheap energy, oil, coal, etc. will lead us to be reliant on our neighbors again and the neighborhood network will be rebuilt by necessity. To avoid a rocky inevitability it is possible to begin transitioning our neighborhoods now so that when the time comes we will already be prepared.

Blooming Neighborhoods
Each year, HAND (Bloomington's office of Housing And Neighborhood Development) hosts an event called "Blooming Neighborhoods." This is an opportunity for all of the Neighborhood Associations around Bloomington to come together to share ideas and experiences, and generally to enjoy all being a part of what makes this town so special.
Each Neighborhood Association is provided with a table, a map of our neighborhood, and a sign. We try to have neighbors sit at the table in shifts, to pass out candy to those who drop by and to answer whatever questions might come up. I've talked to everyone from people who are looking to buy a home to IU students thinking about research projects on community activism.
This year the event is being held on Saturday, June 6.
And in conjunction with Blooming Neighborhoods, the City has invited Jim Diers to do a presentation on Friday, June 5. Diers is the "former director of the City of Seattle's Deaprtment of Neigborhoods and author of Neighbor Power: Building Community the Seattle Way." He will "share the story of Seattle's neigborhoods and insights from communties around the world that are working to build active and creative neighborhoods."

Neighbors,
I noticed an article in the Herald-Times today that is of potential interest to our neighborhood. The part that is of interest to us is that some of the Federal Stimulus money coming into Monroe County will be used to install a section of the Jackson Creek Trail that will connect Sherwood Oaks Park with the Roundabout at the bottom of High Street.
The reason that this is of interest to Sycamore Knolls is because, despite vehement and well-organized resistance from the Sycamore Knolls Neighborhood Association in the past, the Jackson Creek Trail Master Plan still shows the trail (asphalt, eight feet wide) cutting through our neighborhood (in front of Childs, up High, and along Arden) as the "preferred route."
When completed, the section of the trail through the "Goat Farm" will give the City completed trail heads on either side of our neighborhood -- one in Southeast Park, and the other at the Roundabout -- and may very well strengthen the City's case for making an attempt to connect them.

The City of Bloomington is excited to inform you of an upcoming opportunity to view and provide comment on our efforts over the past few months working on the schematic design of the Walnut Street Streetscape.
As you are aware from previous notifications and meetings (June 18, 2008 Open House), we retained the design services of Cornerstone Planning & Design Inc. and specifically, those of Deb Schmucker, RLA, ASLA. Deb's extensive work with the City of Bloomington includes the B-Line Trail, a project nearing completion that will transform and enhance the vibrancy of our downtown.
Ms. Schmucker recently completed the preliminary site plan design for the current project. This work includes schematic design, cross section views, and an artist's rendering of the proposed project. Also included are photographs of various site elements such as street lights, benches, and tree grates.
On Thursday, March 26th, we will have a project open house where all of these items will be available for viewing and comment. Everyone is invited to drop in and provide input and suggestions to our consultant and city staff. The open house will be held between the hours of 11:30am - 1:30pm and 4:30pm - 6:30pm at the Adult Community Center located at 349 South Walnut Street.
